A firm protested a General Services Administration (GSA) contract award for deck replacement, contending that GSA improperly determined that the awardee met its responsibility criteria for experience. GAO held that GSA lacked sufficient evidence to reasonably determine that the awardee satisfied the experience requirement. Accordingly, the protest was sustained, and GAO recommended that GSA reimburse the protester for its protest costs.
