A firm protested a Tennessee Air National Guard (ANG) solicitation for a propeller vibration control system, contending that the specifications: (1) were unduly restrictive; and (2) did not reflect the requirement to balance the propellers. GAO held that: (1) ANG properly used manufacturer part numbers to describe its requirement, since it did not preclude vendors from offering equal items; and (2) it would not consider the protest regarding unduly restrictive specifications, since ANG had not yet evaluated the protester's alternate product. Accordingly, the protest was dismissed.
