[Protest of Navy Cancellation of Small Business Set-Aside for Chiller Repair]

A firm protested the Navy's cancellation of a small business set-aside for chiller repairs, contending that the Navy improperly cancelled the set-aside and made award on an unrestricted basis. GAO held that the Navy properly cancelled the set-aside, since the protester, the only small bisiness offeror, failed to guarantee that it would be able to provide the service within the required time frame. Accordingly, the protest was denied.
