A firm protested a Government Printing Office (GPO) contract award for printing, contending that: (1) the awardee would not furnish paper that meets the specifications; and (2) GPO improperly refused to allow the protester to correct a clerical error in its bid. GAO held that: (1) it would not review the awardee's responsibility absent indications of fraud, bad faith, or violation of procurement regulation; and (2) it would not consider allegations that GPO erred in not allowing the protester to correct its bid, since the protester would not be in line for award even if correction were permitted. Accordingly, the protest was dismissed.
