A firm protested the Forest Service's rejection of its bid as nonresponsive for tree planting, contending that: (1) the solicitation's procurement integrity certification requirement was ambiguous; and (2) its failure to complete the certification did not render its bid nonresponsive. GAO held that the protester untimely filed: (1) its protest regarding the rejection of its bid more than 10 days after learning of its basis for protest; and (2) after bid opening its protest regarding alleged solicitation defects. Accordingly, the protest was dismissed.
