[Protest of OPM Contract Award for Facility Management]
Highlights
A firm protested an Office of Personnel Management (OPM) contract award for facility management, contending that OPM: (1) improperly amended the solicitation to exclude certain reimbursable expenses; (2) failed to require a common cutoff date for receipt of best and final offers (BAFO); (3) did not provide it with sufficient time to submit its BAFO; and (4) improperly evaluated its corporate experience. GAO held that the: (1) protester untimely filed after bid opening its allegations regarding solicitation improprieties; (2) solicitation provided for the separate evaluation corporate personnel and experience; and (3) protester was not sufficiently interested to challenge the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed in part and denied in part.
