A firm protested an Internal Revenue Service contract award for tape storage, contending that: (1) the awardee's facility did not meet the requirements; and (2) it timely filed its GAO-level protest within 10 working days after the General Services Administration Board of Contract Appeals (GSBCA) dismissed its protest. GAO held that the: (1) protester untimely filed its protest more than 10 days after initial adverse agency action; and (2) protester's filing with GSBCA did not toll the protest timeliness requirements. Accordingly, the protest was dismissed.
