A firm protested an Army solicitation for coupon clearing services, contending that the Army: (1) should postpone award until the Small Business Administration determined its size status; and (2) unreasonably decided to conduct a competitive procurement instead of exercising the protester's contract extension option. GAO held that it would not consider contentions regarding contract options, which concerned contract administration. Accordingly, the protest was dismissed.
