A firm protested an Immigration and Naturalization Service (INS) solicitation for food services, contending that: (1) the specifications were ambiguous and misleading; and (2) INS failed to incorporate applicable Department of Labor wage determinations in the solicitation. GAO held that: (1) when read as a whole, specifications concerning food delivery were not ambiguous; and (2) the INS failure to incorporate wage determinations did not render the solicitation defective, because the procurement was urgent. Accordingly, the protest was denied.
