[Protest Against GSA Solicitation for Alternative Fuel Motor Vehicles]

A firm protested a General Services Administration (GSA) solicitation for alternative fuel motor vehicles, contending that: (1) GSA unduly restricted competition by limiting the solicitation to original equipment manufacturers; and (2) the solicitation should provide for the lease or conversion of such vehicles. GAO held that: (1) GSA reasonably based its restriction on its need to establish an industrial base; and (2) the protester was not sufficiently interested to challenge the solicitation provisions, since it was not a manufacturer. Accordingly, the protest was denied in part and dismissed in part.
