[Protest of MARAD Contract Award for Ship Repairs]

A firm protested the Maritime Administration's (MARAD) rejection of its bid and any contract award for ship repairs, contending that MARAD: (1) improperly rejected its bid as nonresponsive; and (2) should have disregarded its minor bid error, which had no impact on its bid. GAO held that MARAD properly rejected the protester's bid, which was ambiguous and nonresponsive. Accordingly, the protest was denied.
