This responds to your request for our comments on a proposal to revise the definition of "contractor" at Federal Acquisition Regulation (FAR) section 9.403. This is FAR case No. 90-13.

The proposed definition of "contractor" for purposes of FAR Subpart 9.4, which deals with debarment, suspension, and ineligibility, would make clear that the term includes entities that submit offers or receive contracts indirectly such as through affiliates as well as directly. have no objection to the proposed change.
