A firm protested a Department of the Treasury solicitation for student support services, contending that the solicitation was defective, since it did not include the minimum requirements considered applicable to each evaluation factor. GAO held that Treasury reasonably did not specify minimum standards for bid evaluation, since it planned to compare bids against each other. Accordingly, the protest was denied in part and dismissed in part.
