A firm protested a Defense Logistics Agency (DLA) solicitation for welder electrode holders, contending that DLA improperly: (1) determined that its alternate product was unacceptable; and (2) included specific part numbers in the solicitation, making it a sole-source procurement. GAO held that the solicitation's inclusion of specific part numbers was unobjectionable under small purchase procedures. Accordingly, the protest was denied.
