A firm protested a Defense Logistics Agency (DLA) contract award for nickel alloy pipe, contending that: (1) it was entitled to an evaluation preference as a small disadvantaged business; and (2) DLA should resolicit the contract. GAO held that: (1) an evaluation preference would be improper; and (2) the protester untimely protested alleged solicitation improprieties. Accordingly, the protest was dismissed.
