A firm protested the General Services Administration's (GSA) rejection of its bid for construction quality management services, contending that GSA: (1) unfairly evaluated its proposal; and (2) should have given it an opportunity to modify its bid. GAO held that GSA properly excluded the protester's bid from the competitive range, since it: (1) was not required to allow the protester an opportunity to modify the bid; and (2) evaluated the bid in accordance with the solicitation's evaluation criteria. Accordingly, the protest was denied.
