Highlights

A firm protested any Defense Personnel Support Center (DPSC) contract award for coat liners, contending that the: (1) two low bids were nonresponsive; and (2) second low bid failed to identify its supplier, as the solicitation required. GAO held that: (1) DPSC reasonably determined that the two low bids were responsive; and (2) the protester was not sufficiently interested to protest the award to the low bidder. Accordingly, the protest was denied in part and dismissed in part.
