[Former GSA Employee's Claim for Severance Pay]

The General Service Administration (GSA) requested a decision concerning whether a former employee was entitled to additional severance pay, contending that he should have received an additional one-quarter-of-a year credit for each of his 20 years of creditable civilian service. GAO held that: (1) the claimant's interpretation of applicable regulations was mistaken; (2) the claimant should be credited for each full year of creditable civilian service, plus 25 percent of a year for each 3 months of creditable civilian service that exceeded 1 or more full years; and (3) there were no essential differences between the wording in the GSA computation sheets and the applicable regulation. Accordingly, the claim was denied.
