GAO commented on whether the Air Force, before using $13.5 million to keep the B-1B ALQ-161A Core program operational, complied with congressional notification requirements. GAO noted that the Air Force did not comply with requirements that it notify Congress and wait 30 days before restoring funds, since it incurred the $13.5-million obligation 7 days after it notified Congress of its intention to restore $418 million from expired appropriations.
