[Protest of Any INS Contract Award for Transportation and Stand-by Guard Services]

A firm protested any Immigration and Naturalization Service (INS) contract award for transportation and stand-by guard services, contending that the incumbent contractor had an unfair competitive advantage after having access to its bid. GAO would not consider the protest which concerned a dispute between private parties. Accordingly, the protest was dismissed.
