A firm protested the Office of Thrift Supervision's (OTS) exclusion of its bid from the competitive range for mail operation and transportation systems, contending that OTS improperly evaluated its bid. GAO held that OTS did not reasonably evaluate the protester's personnel qualifications. Accordingly, the protest was sustained, and GAO recommended that OTS: (1) reevaluate the contract award; and (2) reimburse the protester for its protest costs.
