A firm protested any contract award under a Bonneville Power Administration (BPA) solicitation for an ultrasonic cleaner, contending that the specifications restricted competition by requiring an item that: (1) few manufacturers used; and (2) was more expensive than its equal product. GAO held that the protester untimely protested after bid opening against alleged solicitation improprieties. Accordingly, the protest was dismissed.
