[Former National Guard Employee's Claim for Severance Pay]

A former National Guard employee claimed entitlement to civilian severance pay, contending that: (1) the National Guard's drug testing procedures were inadequate; (2) he did not knowingly ingest drugs; and (3) he was treated unfairly, since another individual in a similar situation received severance pay. GAO held that the: (1) claimant failed to support his allegations about the propriety of the drug testing procedures; (2) claimant's allegation that he did not ingest drugs was not credible; and (3) individual who was in a similar situation received military separation pay, not civilian severance pay, upon involuntary discharge. Accordingly, the claim was denied.
