Highlights

A firm protested the Army's limitation of competition for night vision equipment to mobilization-base producers, contending that the Army had previously procured the items on an unrestricted basis. GAO held that: (1) the Army had the discretion to limit competition to maintain an adequate mobilization base; and (2) there was no evidence that the Army abused its discretion. Accordingly, the protest was denied.
