A firm protested that the Defense Logistics Agency (DLA) improperly used its proprietary drawing in a solicitation for seawater pumps, contending that it provided the drawing so that the government could manufacture repair parts in an emergency and DLA was violating its proprietary interest by using the drawing in a procurement. GAO held that the protester should seek to settle the matter administratively or judicially. Accordingly, the protest was dismissed.
