A firm protested a U.S. Marshals Service (USMS) solicitation for real estate services, contending that: (1) the solicitation was incomplete and defective; and (2) it did not receive a solicitation amendment until after discussions with USMS. GAO held that: (1) the protester untimely filed its protest against apparent solicitation improprieties after USMS requested best and final offers; and (2) USMS issuance of the solicitation amendment after discussions but before best and final offers did not violate applicable procurement regulations. Accordingly, the protest was dismissed in part and denied in part.
