[Protest of Navy Contract Award for Design and Construction of Portal Cranes]

A firm protested a Navy contract award for the design and construction of portal cranes, contending that the awardee failed to timely furnish a required procurement integrity certificate. GAO held that legislation suspended the statutory requirement for the procurement integrity certificate. Accordingly, the protest was denied.
