A firm protested a Department of the Treasury contract award for warehousing and distribution of promotional materials, contending that Treasury: (1) improperly rejected its low bid; (2) did not inspect its facility; (3) misapplied reference evaluation criteria to favor the awardee; and (4) held improper discussions with the awardee to improve its score. GAO held that: (1) Treasury properly rejected the protester's bid on technical grounds; (2) Treasury was not required to inspect the protester's facilities; (3) Treasury properly applied reference evaluation criteria; and (4) there was no evidence to support the alleged discussions between Treasury and the awardee. Accordingly, the protest was denied.
