A firm protested any award of an Army Corps of Engineers contract for custodial services, contending that its reliance on the Corps' oral advice regarding a bid opening extension precluded it from timely submitting a bid. GAO held that the alleged oral advice did not constitute an oral amendment to the solicitation, since the Corps did not confirm it in writing. Accordingly, the protest was denied.
