A firm protested a proposed Army contract award for fire trucks, contending that the low bid was nonresponsive, since the bidder: (1) did not sign and complete a procurement integrity certificate; and (2) offered a product exceeding the solicitation's dimension requirements. GAO held that the Army properly determined that the low bid was responsive, since: (1) Congress suspended the certificate requirement for 1 year; and (2) the low bidder did not intend to qualify its bid when providing the truck's dimensions for shipping purposes. Accordingly, the protest was denied.
