[Protest of Army Contract Award for Jig Boring, Drilling, and Milling Machine]

A firm protested the Army's rejection of its bid and contract award to another firm for a jig boring, drilling, and milling machine, contending that certain solicitation specifications were unduly restrictive. GAO held that the protester: (1) took exception to various specifications in its bid; and (2) untimely filed its protest after bid opening. Accordingly, the protest was dismissed.
