A firm protested the Army's cancellation of a small business set-aside solicitation for an assessment code upgrade, contending that it was entitled to reimbursement for its bid preparation costs, since the Army: (1) improperly determined that an alternative government-owned system could better meet the requirements; (2) cancelled the solicitation to award a sole-source contract to a large business; and (3) would improperly disclose proprietary data under a resolicitation. GAO held that the: (1) Army reasonably determined that its reevaluation of the requirements and the capabilities of government-owned systems could enhance competition; (2) protester's allegations about information disclosure were anticipatory; and (3) protester was not entitled to reimbursement for its bid preparation costs. Accordingly, the protest was denied.
