A firm protested the Forest Service's use of specialized procedures for architect-engineer (A-E) procurements under a solicitation for cadastral land surveys, contending that the required work was not A-E work. GAO held that, under revised statutory guidelines, the required work constituted A-E work and the Service properly used A-E procedures to acquire it. Accordingly, the protest was denied.
