[Protest of Navy Rejection of Quotation as Late]

A firm protested the Navy's rejection of its bid for ship-habitability improvements as untimely, contending that the Navy overlooked the protester's mismarking of its bid envelope. GAO held that the protester's error caused the bid to be late. Accordingly, the protest was denied.
