A firm protested a proposed Defense Logistics Agency (DLA) contract award for military apparel, contending that: (1) redirecting the award to another firm would not enhance the mobilization base; and (2) its alleged production delays were caused by DLA. GAO held that DLA properly: (1) determined that the protester's capacity was inadequate; and (2) redirected the award. Accordingly, the protest was denied.
