[Protest of Any Navy Contract Award for Weapon System Trainer Device]

A firm protested any Navy award for a weapon system trainer device, contending that the Navy improperly determined that it was not responsible. GAO would not review the protest, since the Small Business Administration, in reviewing the protester's responsibility under certificate-of-competency procedures, determined that the protester did not qualify as a small business under the total small business set-aside. Accordingly, the protest was dismissed.
