A firm protested a Navy contract award for satellite communications terminals, contending that the Navy unreasonably: (1) concluded that it did not intend to use an incumbent supplier; and (2) assumed that it would supply parts to the awardee. GAO held that the Navy: (1) reasonably based its evaluation on the protester's detailed description of a new supplier rather than on the possibility of its using an unmentioned incumbent supplier; (2) conducted adequate discussions which directed the protester to technical proposal weaknesses; and (3) reasonably concluded from the protester's pre-contract award statements that it would supply parts to the awardee. Accordingly, the protest was denied.
