[Former PCC Employee's Claim for Lost Annual Leave]

The Panama Canal Commission (PCC) requested a decision regarding a former employee's claim for annual leave not credited him after he transferred to another agency, contending that PCC should reimburse him for the uncredited leave. GAO held that the claimant untimely filed his claim more than 6 years after it accrued. Accordingly, the claim was denied.
