[Protest of Forest Service Award of Timber Sale]

A firm protested a Forest Service timber sale, contending that it should have received the award at its lower initial oral bid, since alleged improprieties that increased its bid occurred during the oral auction which followed the opening of sealed bids. GAO held that the protester untimely filed after bid opening its protest of alleged solicitation improprieties. Accordingly, the protest was dismissed.
