A firm protested a Federal Communications Commission (FCC) contract award for microcomputer maintenance, contending that FCC: (1) unreasonably evaluated its technical proposal; (2) improperly awarded the contract to a higher bidder; and (3) was biased against it, since it was a small business. GAO held that: (1) FCC reasonably downgraded the protester's technical bid for its failure to include required references; (2) FCC reasonably determined that the awardee's technically superior bid outweighed the protester's lower bid; and (3) the protester failed to support its allegations of bias. Accordingly, the protest was denied.
