[Protest of Air Force Rejection of Bid for Roofing Maintenance]

A firm protested the Air Force's rejection of its bid for roofing maintenance, contending that the solicitation's small-disadvantaged-business set-aside provision was unconstitutional. GAO would not review the protest, since the: (1) protester untimely filed after bid opening its protest against the specifications; and (2) issue of the provision's constitutionality concerned the courts. Accordingly, the protest was dismissed.
