A firm protested a Navy contract award for scaffolding components, contending that the Navy's single aggregate award: (1) was not in the government's best interest, since its partial-quantity bid was low; and (2) improperly restricted competition to entire-quantity bidders. GAO held that the: (1) Navy properly determined that the aggregate award was less costly than multiple awards; and (2) protester failed to support its contention that the Navy failed to consider partial-quantity bids. Accordingly, the protest was denied.
