The Defense Logistics Agency requested a decision concerning whether a transferred employee was entitled to reimbursement for real estate expenses when he contracted to sell his residence in anticipation of his transfer. GAO held that the claimant was not entitled to reimbursement, since he did not have clear evidence of administrative intent to transfer him when he entered into the sales contract. Accordingly, the claim was denied.
