A firm protested the Bureau of Indian Affairs (BIA) cancellation after bid opening of a solicitation for legal representation of Native Alaskans, contending that BIA could have modified the specifications to sufficiently describe its requirements. GAO held that BIA: (1) reasonably determined that the solicitation did not properly reflect its minimum needs or the nature of the work it required; and (2) could not make award under the solicitation and then modify its requirements. Accordingly, the protest was denied.
