[Protest of NSA Rejection of Proposal as Late]

A firm protested the National Security Agency's (NSA) rejection of its late bid for satellite service, contending that: (1) it delivered its hand-carried proposal to the designated location before bid opening; and (2) NSA mishandled its proposal after delivery. GAO held that the protester failed to timely deliver its proposal to the designated location. Accordingly, the protest was denied.
