[Protest of VA Failure to Set Aside Solicitation for Small Businesses]

A firm protested a Veterans Administration (VA) solicitation for refuse services, contending that VA improperly failed to set aside the procurement for small businesses. GAO held that the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
