A firm protested the National Institute of Child Health and Human Development's (NICHHD) proposed modification of an existing contract for development of medical test technology, contending that NICHHD improperly determined that it was not qualified to perform the requirements. GAO held that NICHHD reasonably rejected the protester's capability statement, which: (1) the protester untimely submitted; and (2) failed to indicate that the protester understood the requirements or had the required qualifications. Accordingly, the protest was denied.
