A firm protested a Navy contract award for video teleconferencing systems, contending that the Navy failed to conduct meaningful discussions. GAO held that the Navy's negotiations with the protester raised only general matters and did not specify deficiencies for which the Navy later rejected the protester's bid. Accordingly, the protest was sustained, and GAO recommended that the Navy: (1) reopen negotiations with the protester; (2) terminate the contract, if appropriate; and (3) reimburse the protester for its protest costs.
