A firm protested a General Services Administration (GSA) contract award for office furniture, contending that it was entitled to award for those line items on which it bid low. GAO held that GSA properly followed its specified evaluation scheme and awarded the line items to the aggregate low bidder for all of the geographic zones within a predetermined group of items. Accordingly, the protest was denied.
