Lapse in Appropriations

Please note that a lapse in appropriations has caused GAO to shut down its operations. Therefore, GAO will not be able to publish reports or otherwise update this website until GAO resumes operations. In addition, the vast majority of GAO personnel are not permitted to work. Consequently, calls or emails to agency personnel may not be returned until GAO resumes operations. For details on how the bid protest process will be handled during the shutdown, please see the legal decisions page. For information related to the GAO Personnel Appeals Board (PAB), please see the PAB webpage.

Highlights

A firm protested the Government Printing Office's (GPO) failure to request an extension of its bid acceptance period, and subsequent contract award to another bidder under a solicitation for routing labels, contending that GPO should have allowed it to extend its 3-day acceptance period, since: (1) it limited its acceptance period to be consistent with the scheduled award date; (2) an extension would not have prejudiced other bidders; and (3) in an earlier procurement, GPO allowed it to resubmit a bid. GAO held that GPO properly refused to extend the protester's acceptance period, since that would have prejudiced other bidders who offered the standard 60-day acceptance period. Accordingly, the protest was denied.
